4:3 fix with qol features

This mod is a merge of other creators' mods, with a few personal tweaks. It's a complete 4:3 / 5:4 HUD fix for Deadlock with a cleaner, less distracting interface, including improved outlines, a cleaner minimap, cleaner health bars, and more. There could be bugs, so if you experience any, please let me know.

• Softer headshot glow
• Fixed top-bar health bars
• Quick Buy fixes
• Top bar shrinks while spectating so it doesn't cover the player name
